Microsoft 365 licensing for UAE businesses: choosing the right plan.
How to think about Business Basic, Standard and Premium versus E3 and E5, what security and compliance needs change the answer, where Copilot fits and how to match plans to the people who use them.
Think in needs, not plan names
Microsoft 365 plans are grouped into families, and the names can look similar. The practical way to choose is to start from what each group of staff needs to do and what the business must protect, and then match plans to those needs. Many UAE businesses overspend by buying one top plan for everyone, or underspend by leaving a few users on a plan that cannot meet a security or compliance requirement. Plans, bundles and rules change from time to time, so treat this guide as a way of thinking, and verify current terms with Microsoft or your licensing partner before you buy.
The Business family: Basic, Standard and Premium
The Business plans are aimed at small and mid-sized organisations, and they come with a cap on the number of users per tenant, so check the current limit if you are growing. In broad terms:
- Business Basic gives web and mobile versions of the Office apps, email, Teams and cloud file storage. It suits staff who work mostly in a browser or on a phone, such as shop-floor, warehouse or frontline users.
- Business Standard adds the installed desktop apps, which most office staff expect for heavier work in Word, Excel and PowerPoint.
- Business Premium adds advanced security and device management features, such as protection against phishing and malicious attachments, and tools to manage and secure laptops and phones. For many small businesses it is the plan that makes a sensible security baseline achievable without buying separate products.
You can mix plans in one tenant, so a business might use Premium for staff who handle sensitive data and Basic for others. Check the current feature list for each plan, because Microsoft adjusts what is included.
The Enterprise family: E3 and E5
The Enterprise plans are designed for larger organisations and for businesses with more demanding requirements. They have no small-business user cap, and they include more extensive identity, security, compliance and information-governance capabilities. E5 builds on E3 with more advanced security, analytics and compliance tooling. The question to ask is not which is better but whether you have a requirement that needs those capabilities and a team that will configure and use them. A feature that is licensed but never set up gives no protection. Related plans for frontline workers also exist, so ask about them if a large share of your staff do not sit at a desk.
Security and compliance needs
Match the plan to the risks you must cover. Consider:
- Whether you need conditional access, advanced email protection and device management for all staff or only some.
- Whether customers, insurers or regulators ask for evidence of specific controls, such as logging, data loss prevention or retention policies.
- How long you need to keep mail and files, and whether you must be able to search or hold them for legal reasons.
- Whether staff use personal phones for work, which affects device and app management.
Our Microsoft 365 security baseline guide lists the settings worth checking whatever plan you hold. Licensing gives you the capability; the baseline is what turns it on. UAE data protection obligations may also affect how you handle personal data, so involve whoever owns compliance in the decision.
Copilot as an add-on
Microsoft 365 Copilot is licensed as an add-on to an eligible base plan rather than as a plan in itself, and the eligibility rules and packaging can change. Not everyone needs a seat. Before buying, check that file and mailbox permissions are tidy, because Copilot can surface whatever a user already has access to. Then start with a small group who will use it daily and measure the value before widening it. Our guide on Copilot licensing and who gets a seat goes through how to decide.
Who needs what: a simple way to group staff
- Frontline and occasional users who need email, Teams and a few files: usually the lightest suitable plan.
- Office staff who work in desktop apps all day: a plan with the installed apps.
- Staff handling sensitive data, such as finance, HR, management and anyone with customer records: a plan with stronger security and device management.
- Administrators and executives, who are the highest-value targets: the strongest protection you can justify.
- Copilot candidates: a small named group, licensed on top of their base plan.
Write this list down, count the people in each group and compare it with your current assignments. A licence review often finds departed staff still licensed, shared mailboxes carrying paid licences they do not need, and plans that do not match the real work. Practical points before you buy
- Confirm how the tenant is registered. It should belong to the company, with administrator accounts the business controls.
- Ask whether you are billed monthly or annually, and what commitment and cancellation terms apply to each option.
- Check what changes at renewal, since price and bundle changes are announced periodically.
- Ask who handles support and licence changes, and how quickly seats can be added or removed.
- Do not assume a plan includes everything you read about; confirm the specific feature you need is in the specific plan.

Common questions
Can we mix different Microsoft 365 plans in one company?
Yes. Plans are assigned per user, so a business can give different plans to different groups, for example stronger security for finance and management and a lighter plan for frontline staff. Check current rules for combining plan families and the user cap on the Business plans.
When does a business need E3 or E5 instead of Business Premium?
Typically when it outgrows the small-business user cap or has identity, compliance or governance requirements the Business plans do not meet. Start from the requirement, confirm the feature is in the plan, and make sure someone will configure and use it.
Is Copilot included in a Microsoft 365 plan?
It is generally licensed as an add-on to an eligible base plan. Packaging and eligibility can change, so verify the current terms before buying, and start with a small group of daily users.
Do we pay for licences for people who have left?
Many businesses do, because licences stay assigned until someone removes them. A regular licence review catches departed staff, unused shared mailboxes and plans that no longer match the work.
How do we know our plan includes the security feature we want?
Check the current feature comparison from Microsoft or ask your licensing partner to confirm in writing. Plans and bundles change over time, so do not rely on older articles, including this one, for the final answer.
